I think it is a trolling motor and more likely to have been used in Lake WA than Elliott Bay.
(OK. Umm . . . Actually, I'm not sure if that's supposed to be a clue or not. — And if it is a clue, then a clue to what?)
Another JayDee idea for the title was " 'Rude with a View " — which I like very much, except that for people to get that one, they would have to know that, at one point, Evinrude corporation manufactured Johnson motors. I thought: That kind of information is probably too obscure even for the likes of Mike.
JayDee also said that he "noticed" this thing sitting out there more than 10 years ago(!!) so it's been there at least that long. Frankly, I'm surprised WSB hasn't done some kind of feature story on it already.
I'm convinced that there IS a story in this motor. And it's trying to get out.
Perhaps if someone throws a bucket of water on it, it will turn back into a mermaid.
