I have reached a dead end and thought I would just put this out there. I know it's a long shot. I am trying to ship a flammable liquid 3 from Seattle to Canada. DHL requires someone certified in IATA Dangerous Goods Regulations to fill out the paperwork. Anyone know of a company that does this?

Try FedEX or UPS:

Since perfumes and colognes are considered flammable liquids ie dangerous goods, perhaps one of the local perfume makers mentioned here on WSB in the last few months will know how to do it.

The IATA rules are (or should be) available in the library, and if you take the shipping form with you, you can try and fill in the blanks. While it isn't a thin book, it is fairly well laid out. We do this infrequently at work so it is always a learning curve. I'd check with whomever you are buying it from too. Good luck.
