I can't begin to guess the process...but what a jigsaw puzzle it would make!
Sorry DBP, I don't use or even own PS. I suspect one of the "artistic" filters? Also, the "rubber stamp" tool was possibly used.

And this is a good time to put in a plug for "GIMP" which is FREE and is pretty close to being a PS clone.

No, no rubber stamping here. The apple tree is exactly "as advertised," except for the color, which I tweaked. After turning the apples dark red and making the sky white, I used the paint bucket tool to backfill bits of blue.
By the way, when I say "Photoshop," I'm speaking generically of photo-finishing software. I don't own PS, either, but there are certain tools that are common to all basic photo software.
