so report them to the Land Use office. They'll send a notice to them to cease and desist or have to pay a fine.
Right hand column, under "Compliance", I believe...

god.. the nannies are out.... it's their property. Report them, report them, report them. Ya think maybe someone who is unemployed is trying to work their way into a business? Tis such neighbors that get their, tires slashed, windows broken, cars egged.. busy bodies.with way too much time on their hands.

Kootch..the OP complained about something. There is a way to voice that complaint. I felt the same way when my business was reported for something that I felt was extremely dumb, but was the law. It was done by someone who had a personal grudge against me. I was in the wrong and corrected it. I'm not trying to be a "nanny" here. I'm just giving an alternative to help the OP if it bothers them so much. Either that or quit complaining!
I have worked out of my home for years. I would never, ever consider putting a huge sign on my deck to attract business. But, to each his own.If one has a business in one's home, there are city laws to follow...it's that simple. I'm pretty sure you're not advocating a lawless society here. Or are you? Just because it's their property doens't mean it's a free for all.
