Since I don't trust anything they offer... I'm wondering if anyone has the scoop on this offer:
'Simply call us and we'll replace your 256 connection with 1.5 Mbps speed tier with Windows Live.
In the very small print it says: "Connections speeds are based on synch rates..download speeds will be up to 15% lower due to network requirements ....
Huh? Does anyone have the scoop on this?

A speed of 256 indicates you've had the DSL for a long time and you shoulda' upgraded years ago. They SHOULD just improve the speed and let you know but they don't. You'll probably need a new modem. The reason they are telling you now probably means they don't want to support the older circuits anymore.

It's possible that they are trying to get customers (residential and business) off of the type of hardware that supports the data connection you have.
Regarding the small print, that's normal. Any ISP can only guarantee the speed up to the Head End (Cable) or Central Office (xDSL). That's normal, I have 1.5mbs downstream DSL service from Qwest and it's reliable.
Mine updated automatically since my isp had it set to unlimited. Qwest is just pimping MSN/live. They will probably charge you more.
If you don't use msn now, just check your speed before you make any changes. Many isp's are not interested enough in your life to limit the bandwidth on their end.

The peering means I often get better download speed from Europe and Asia than from many US sites during the day. All major CDN's peer direct.

the latest one I got w/ my bill says $19.99/mo for 1 yr then it goes up to $29.99/mo ... w/qualifying home phone package ...
You can try calling and find out. Be ready to negotiate! I managed to get them to work a deal (also had to follow-up to make sure they kept it - check your bill!) With the bundle discounts - phone, internet, and moving my Verizon cell to them (still Verizon, just gets invoiced thru Qwest) - I ended up w/long distance "free" ... it all worked out to less than I was paying before.
Like DHG suggested, they should have upgraded you if you're paying close to the "special offer" pricing. Use that as your bargaining tool. At last check WS doesn't have a lot of low-cost options outside of Qwest DSL, but I could be wrong ...
oh, btw ... the original DSL modem I got from Qwest (4+ years ago) still works fine after the speed upgrade this year
