i am sorry that your friend is having such a tough time getting the needed signatures for his petition...
i honestly don't know if that reflects how people feel as much as the effort required to collect those signatures.
but it is easy to see that the plastics industry is not as convinced as your friend that a vote on this issue would go in their favor.
from your link:
"The American Chemistry Council, which represented the plastics industry, pumped $1.4 million into a signature-gathering effort and subsequent campaign to defeat the fee."
the $100,000 cost for a two week paid petition gathering drive would be chump change after the $1.4 million they invested in defeating the last measure.
it looks like they think spending far more lobbying (buying) the state legislature is a better investment than voters.
there is a lesson no-one wants to learn there.
