Animal Control Patroling

WARNING to all the dog owners who use the W. Seattle High School side yard to exercise their dogs.

Like every other day for the past 2 years, last Saturday we walked our dog, on her leash, to the school yard to chase the ball and get her
exercise for the day - something we all look forward to! As we were leaving, an animal control officer, with nothing better to do, pulled up and proceeded to write us a $52 ticket - no warning, just a ticket. The ticket states, "Dog running at large!" Help me understand how a dog is "running at large" when she walks to and from the school on a leash with her owners, is let off the leash in a fenced area under the supervision of her owners, and has no interest in anything but chasing a ball? I know we are not alone as we have met countless other responsible dog owners doing the exact same thing. The officer indicated that there had not been any complaints from school personnel, only that we were "trespassing". With all the budget cuts that are occurring, we are infuriated by this whole
event and that our tax dollars are being spent on something as trivial as this. We will appeal the ticket which will take up more city employee
time. To our knowledge, the only other area to exercise our dog is at the dog park on 9th and Henderson, which means we have to load baby and dog in the car and drive to an area of town that we don't have any other need to go to. Where is the "green" in that solution? Does anyone know of any other place that responsible dog owners can exercise their pets? How about the school district charging a small monthly fee for neighbors to use this space that otherwise goes unused and freeing up the animal control folks to do something worthwhile?

    Sincerely,
    Frustrated Belvidere Pet Owner

  2. You were trespassing and spreading animal feces where children play. You got caught. Wasting time and resources to "appeal" the fact that you got caught is petty. If more people were ticketed for breaking the law in public maybe there wouldn't be so many cuts in the budget you seem so concerned about.

  4. I think the animal control officer was in the wrong saying "trespassing" but the ticket is correct listing the infraction as "animal running at large".
Sure, it's on a leash to and from the house, but as soon as you let it off leash to run around in the 'designated children's play area' i.e. school grounds, you're breaking the letter of the law.

Maybe it's time to petition the city for another dog park in that area...

Two years' worth of dog exercise space for $52 sounds like a pretty good deal to me.

It that a city "off leash dog park"? Nope, take your lumps and consider yourself luck for getting away with it for so long.
I am sure the folks at West Seattle High School appreciate all the dog poop.

I hope on appeal they deny it and then add court costs!

  9. To be clear - if the dog is on leash and the owner picks up any poop that happens it is _not_ illegal to have a dog on school grounds.
So stop bashing about dog poop, folks. That's not the issue. The running around off leash is.

That's a pain. Sounds like you were behaving responsibly. I THINK. (Okay. Time for the dogpile, as it were, of the self-righteous.)

  11. I break this law almost daily with my buddy who needs to run. (I have my spots for my civil disobedience and they aren't schools or beaches) And I still find the frame of mind of the OP odd and overly fraught with denial.

I however have never tried to keep someone from sitting on the bus next to me.

For the record, this part of the school is NEVER used by the students, staff, athletic dept. etc. That is why so many dog owners frequent it on such a regular basis. I have asked numerous staff of W.Seattle High if they mind if we throw the ball there, they have all said no. I, personally, have never left dog feces behind.....

  13. that really doesn't matter. It is NOT an off leash area...and it's not up to you to decide that it is. Period. If you want to exercise your dog in an off leash area, then you need to go to an off leash park. Period. It's just like people who use the playfield at the old Genessee Hill school, which is now closed. Yes, the students are not using that area..but it is not legal to just make whatever area you want into an off leash play area. And people did that there...and they got busted. No different here. I know you expect sympathy..but...maybe if you weren't in the wrong, you'd get more? Happy Holidays ! :)

  14. @iheartwseattle - FAIL. The football team uses it for practice.

  15. Glad to hear you got a ticket.

I'm the owner of 3 large (over 80 pounds each) dogs. They don't go off leash in areas the law doesn't allow.

Why do you think the law doesn't apply to you?

I work very hard for my dogs to be good canine citizens, and when non-dog people see your dog off-leash when it shouldn't be, it causes them to not look kindly on those of us who don't break the law.

A big shout out to Animal Control for doing their job--thank you!

  16. As I've learned, posting your issue on the forums here is much like calling Dr. Laura. Expect to get bitched out by the self-righteous.

  17. DHG - I don't think this person is being "bitched out by the self-righteous people". I think the self-righteous person is iheartwseattle. It is not legal, they got caught and therefore they got a ticket.
I for one am happy that they are starting to enforce the leash law at West Seattle. My son played football there and even when you pick up your dogs poop, there is always a little left behind. It is disgusting.
I am also a dog owner who does take my dogs off their leash in places that are not designated as off leash areas.
It simply amazes me that people think that the law does not apply to them.

  18. Um lets see here load up your child and your dog, well um next time don't have another child or a dog that you have to take of.

It is illegal and you have to deal with it. So deal with it.

You are wasting ALL of our taxpayers money as with all the cuts that are going on you are crying about $52.00 really?

You don't have a "need" to go to that part of town, please it is not that far. I am sure there are other places that you don't "need" to go to but you do.

Pamela -- great new profile pic.

Self-righteous? People who don't want dog crap on their football fields? I really don't think so. I'm a great believer in offleash parks -- I wish there were a few offleash beaches; because I'm a sucker for those movies about dogs and their people running free on the beaches. But there's a reason for limiting the places dogs can run off leash. (1) Some people are afraid and (B) no matter how controlled you think your dog is, (s)he isn't.

  20. Um, the Animal Control officer WAS doing something worthwhile... ticketing YOU who broke the law. That's what we pay them to do. What do you mean the only other place to exercise your dog is at the dog park at 9th and Henderson? You can exercise your dog just about anywhere... ON A LEASH.

Has it occurred to You yet that the animal control officer most likely was there because of neighborhood complaints?

  23. I've always considered these type of threads pretty funny for the combination of hysteria, nannyism and "i told ya so/you got yours" self-righteousness, but the link posted by bebecat strikes me as creepy and bordering on vigilanteism.

please feel free to flame away, citing the appropriate seattle city codes, questioning my maturity and finishing with a long screed about the blight of off leash dogs in west seattle.

See now, Thee, I find these threads funny because someone who was breaking the law - and got caught - thinks they can come and act indignant, looking for sympathy. Law aside, which is key, not your property to use however you see fit and totally oblivious to others. It's just self-absorbed and rude. And yeah, then there's the pesky law, lol.

I still wish Animal Control would deputize a whole posse of off-leash enforcers (I'd volunteer to take a few shifts!). The tickets would bring in funds to pay for more trained officers and free them up to investigate cruelty cases, etc.
