FOLLOWUP: Metro going ahead with plan to remove two bus shelters in Junction

Metro has just announced its final decision on two bus shelters in The Junction: They’re going, not staying.

The original announcement of a removal plan for the two shelters on the west end of the south side of SW Alaska between California and 44th was made via signage that appeared on those shelters – and two NOT proposed for removal – on October 22nd; then concerns arose that the announcement, part of a Junction problem-solving plan, had been made without a chance for comment. So a comment period was opened up, until November 18th, and Metro told us at the time its decision would be made within “weeks.” Now, it’s here:

As part of an effort to address customer comfort and access to Metro bus service as well as to address non-transit use including illegal and uncivil behavior at the Alaska Junction, Metro is moving forward with the retention of two of the four oversized “double” shelters at one of the six transit bays in the area of California Avenue Southwest and Southwest Alaska Street as soon as December 20.

The decision to remove two of the shelters was finalized after several weeks of public feedback and further analysis of rider usage. With this change, the remaining two double shelters at Bay 2 will continue to provide a weather-protected area sufficient for the riders who use these facilities. Metro also provides two RapidRide shelters at Bay 1 for transit riders. The removed shelters will be reused at other bus stops that are in need of shelters, and the artwork will be relocated to bus shelters within the Junction.

Bay 2 is served by routes 50 (Alki to Othello Station) and 128 (Admiral to White Center and Southcenter). Route 50 generally operates every 20-30 minutes and Route 128 every 30 minutes. Metro staff were sent to the location to observe how riders were using the stops at different times and days. Staff observed between zero and five customers waiting for buses at any one time under normal conditions, based on recent observations during peak and off-peak hours.

Metro solicited comments between October 28 and November (18th) and received feedback from both riders and non-riders, some opposed and some supporting the change. The majority of comments opposed to the removal were based on the misconception that Metro intended to remove all shelters at this location.

The change is expected to reduce non-transportation use of Metro facilities, and to better match transit facility supply and demand.

FOLLOWUP: Metro removes 2 bus shelters @ 44th/Alaska

Thanks to Eddie for the tip – the two much-discussed Metro bus shelters on the west end of the south side of SW Alaska between California and 44th are gone, removed this morning. The removal comes one week after the final decision on their fate was announced, two months after the plan was first made public via posted notices that for some came out of the blue (Metro subsequently opened a public-comment period).

The plan dates back to an October 6th “problem-solving” meeting involving a variety of government-agency, business, and community reps. Issues at and near the corner included safety and sanitation; other steps taken, and planned, to address concerns include shrubbery clearing, lighting, increased public-safety patrols, and increased maintenance for the city-funded portable toilet near the corner.

Last Friday was the deadline set by Metro for comments on the proposal to remove the two westernmost bus shelters on the south side of SW Alaska, east of 44th SW. It originated as part of a “problem-solving plan” promised by Metro and Transit Police (who are part of the King County Sheriff’s Office) reps following a walking tour/outdoor meeting in early October that also included reps from Seattle Police, the city Department of Human Services, the West Seattle Junction Association, and the WS Chamber of Commerce, as well as some local merchants.

Metro subsequently announced, via posted paper notices, that the two shelters, considered a draw for loitering and drinking, would be removed in mid-November; a subsequent uproar led them to “pause” the plan and take comments through November 18th. Now that the deadline has passed, we checked today with Metro to see what’s next; spokesperson Jeff Switzer replied, “We’re reviewing the comments that we received and will make a decision in coming weeks.”

3:59 PM: That’s the new notice that you’ll find soon in the bus shelters on the west end of the south side of SW Alaska in the Junction transit hub, just east of 44th SW – if it’s not posted already. The notice offers a more-detailed explanation of the plan to remove the two westernmost shelters on that side of the street, and invites comments, with a deadline of November 18th.

The shelter-removal plan first came to light when notices went up last weekend; as we reported on Saturday, it was the first major result of a walking tour/meeting on October 6th, following concerns about those shelters being magnets for loitering, drinking, and other illegal behavior. In our Monday followup, West Seattle Junction Association director Lora Swift detailed other steps that are being taken to try to improve safety and security in the area, and Metro promised it would “press ‘pause'” on the removal plan so there could be a formal comment process, and that’s what’s starting today.

Metro also has answered a couple remaining questions we asked earlier this week. First, about the decisionmaking process on shelter removal and who has the final say:

Metro regularly evaluates issues with Metro bus shelters and makes decisions on the installation and removal of bus shelters, as ridership and circumstances change at bus stops. The Transit Route Facilities group within the Service Development section, takes the lead on evaluating these issues and makes the decision on installation or removal of bus shelters.

We also asked if other hubs in the Metro system had had shelters removed for similar issues: “Shelters have been removed from other high ridership bus stops due to chronic security issues that are unresolvable despite Metro’s best efforts. One example, is 2nd Avenue S & S Washington Street where the Metro bus shelter was removed due to chronic misuse of the shelter.”

FOLLOWUP: Metro says it will ‘hit pause’ on Junction bus-shelter removal

As promised, we followed up today on the Junction bus-shelter removal that was abruptly announced by the appearance of RIDER ALERT signs over the weekend (here’s our Saturday story).

Metro just announced it will “pause” the removal plan while soliciting feedback. Its answers to questions we asked this morning just came in; first, here’s what we learned while talking this afternoon with Lora Swift, director of the West Seattle Junction Association, who helped organize the October 6th walking tour that preceded the plan (WSB coverage here).

First, she confirmed that the shelters planned for removal are the two to the right of the trash can in our photo above, NOT all four of the blue non-RapidRide shelters on the south side of SW Alaska. Metro had placed notices in all four of the structures, which led to some confusion. These two shelters are at a spot which has about 200 boardings a day, according to Metro, a dramatic drop from pre-RapidRide days (the RapidRide stops on the block see 1,300 boardings a day).

“The ridership doesn’t support having four giant bus shelters there,” Swift said. In addition to removing a space that is used more often by loiterers, she said, removal will “open up visually the path between the sidewalk and parking lot, and give (space) between the Honey Bucket and the shelters.” She said that should cut down on illegal activities such as drug dealing in the Honey Bucket – paid for by the city Human Services Department, which says one has been there since the Junction Association requested it more than 20 years ago.

The Honey Bucket itself will “stay for now,” Swift said, so there’ll be a public restroom there.

In discussion of the removal decision following our Saturday report, some commenters wondered about increasing enforcement. According to Swift, Metro Transit Police (a division of the King County Sheriff’s Office) are now “doing plainclothes patrols … getting on and off those buses,” and working with transients to direct them to services they might need that are available downtown but not here. She says Seattle Police are patroling the area as well.

In addition, Metro’s facilities division will be cleaning the shelters five days a week instead of three. And the Junction Association already has taken action to remove a bench in the adjacent parking lot, which, along with the Junction’s other parking lot on 44th, is being evaluated for lighting improvements.

One factor pointed out in the October 6th walking tour as another possible draw for loitering in the bus-stop area was a fixture with open electrical outlets. While they can’t be removed because they’re required for events in The Junction, Swift says they will be raised out of reach on a pole and locked up.

This all began, she said, with messages from merchants who had pointed out “increased transient behavior” at the bus stops, including drinking and sleeping – both of which are against Metro rules – and harassment of passersby.

Now, via spokesperson Jeff Switzer, here is Metro’s reply, just received, to several questions we asked this morning (part of it, toward the end, synchronizes with some of what the WSJA told us):

The King County Metro transit facility at Alaska Junction is incredibly important to our customers and to the functioning of the transit network in West Seattle. Due to the attention possible changes have received over the weekend, Metro is willing to push “pause” on the shelter removal and actively solicit feedback before finalizing the shelter removal plan. New information will be posted at the shelters within the next couple days and will provide the appropriate contact information. We also read the West Seattle Blog and other forums and will compile comments along with all other feedback we receive.

But Metro would also like to take a moment to clarify the proposal to reduce the number of shelters on SW Alaska Street at the Junction. The Alaska Junction transit facility consists of six individual bus stops or “Bays”. Bays 1 through 4 are located on SW Alaska between California and 44th avenues Southwest. Bay 2, on the south side of Alaska between 44th and the alley, is the subject of this discussion. Bay 2 has about 200 Metro boardings per average weekday. For comparison, Bay 1, between California and the alley, has about 1,300 boardings, while Bays 3 and 4 on the north side of Alaska each see about 400 boardings. Bays 5 and 6 are on 44th north of Alaska, on the east side of the street and they remain unchanged by this proposal.

West Seattle businesses, residents, and others have been seeking to identify improvements to reduce illegal and uncivil behavior in the area. The shelters closest to the City of Seattle provided porta-potty have been identified as facilitating this type of behavior and creating an unwelcoming if not unsafe environment for transit riders and others.

Two factors – ridership that does not justify the number of shelters, and numerous complaints of illegal and uncivil behavior – combined to prompt Metro to plan for removal of the two shelters closest to the Porta Potty. The remaining two shelters would continue to provide very generous waiting space for Metro riders, as would the two Rapid Ride shelters in Bay 1 next to Key Bank. Bay 4 (immediately across Alaska Street) currently has two large shelters and twice as many Metro boardings as Bay 2, and we have observed the Bay 4 shelters provide adequate space for riders.

Metro regularly evaluates issues with Metro bus shelters and makes decisions on the installation and removal of bus shelters, as ridership and circumstances change at bus stops. The plan to remove these two Metro shelters arose out of concerns raised by the West Seattle Junction Association (WSJA), and subsequent meetings between WSJA, Metro Transit Police, the Seattle Police Department, and others regarding security issues in the junction, including loitering, public inebriation, fights, illegal dumping, public urination, and harassment of Metro bus riders and others. The removal of these shelters is one of several efforts in the Junction area that is attempting to address quality of life issues.

Removal of the two shelters at Bay 2 is one of several actions that WSJA and Metro are taking to improve security and maintenance at the Junction. Other efforts include:

· Metro Transit Police have started a “Problem Solving Project” in partnership with the Seattle Police Department SW Precinct to deal with code of conduct and quality of life issues to improve safety and security for business and citizens using the junction

· Possible additional lighting in the adjacent parking lots by WSJA

· Tree and bush trimming by WSJA in the adjacent parking lots to improve visibility into the lots

· Metro will increase custodial maintenance at the Junction bus stops from three times per week to five times per week.

Metro is looking forward to hearing further public comment and adjusting the proposal in ways that can both serve riders and improve public safety.

FOLLOWUP: Two Junction bus shelters to be removed as part of ‘problem-solving plan’

Thanks for the tips about the new signs announcing Metro‘s plan to remove two bus shelters on the west end of the south side of SW Alaska in The Junction’s transit hub.

This is part of the “problem-solving project” we first told you about back on October 6th, after a walking tour involving reps from Metro, Metro Transit Police, Seattle Police, the city Department of Human Services (HSD), the West Seattle Junction Association (WSJA) and some of its merchants, the West Seattle Farmers’ Market, and the WS Chamber of Commerce.

The major complaint involved loitering in those shelters and in the nearby parking lot, with multiple police calls resulting from fights, disorderly conduct by intoxicated people, and maintenance issues. According to a preliminary follow-up report from Metro planner Dale Cummings that was sent to walking-tour participants, a Metro ridership study showed removal of those shelters was feasible because the RapidRide shelters on the east end of the block – which are NOT proposed for removal – get most of the use. Cummings wrote, “Since the RapidRide bus stop was added at The Junction, ridership at this bus stop that serves Rts. 37, 50, 55, 128 has dropped to around 400 boardings per day.”

The Junction had already taken steps to try to reduce the problems through changing the environment, including removing some of the vegetation and seating areas on the southeast corner of Alaska and 44th. The organization also planned to evaluate lighting in the parking lot, and to look at how to remove access to electrical outlets that have been in place by the SW Alaska bus shelter dating back to the Farmers’ Market use of the parking lot.

According to the Metro notices that just appeared in the shelters, they are to be removed in mid-November. We’ll be following up with the Junction Association about any other impending steps from the “problem-solving plan.” Meantime, if you have a comment for Metro about the impending removal, the notices point you to its Customer Service division – contact info is on this page of the Metro website.

MONDAY AFTERNOON NOTE: We’ve spoken this afternoon with Junction Association director Lora Swift and, as noted in comments, she confirms that despite Metro’s posting of all four structures west of the parking-lot driveway behind KeyBank, the two on the west are the only two slated for removal. We also talked about the other area challenges discussed during the October 6th walking tour and will have updates in our upcoming followup – we’ve been waiting all day for Metro to answer some questions before finishing the story.

The gathering was intended to seek solutions to concerns including safety and sanitation issues surrounding the bus shelters on both sides of SW Alaska between California SW and 44th SW. Morgan Junction bus-bulb backups: City to install ‘C-curb’

If you use the Fauntleroy/California intersection in Morgan Junction, you know the “bus bulbs” that accompanied the RapidRide C Line debut last fall have led to some changes in the flow of other vehicle traffic. That in turn is leading SDOT to make another change at the intersection, as just announced to community leaders, who were invited to forward it to anyone they “deem(ed) appropriate,” so it found its way to us:

As a part of the city goal to improve Seattle’s walk, bike and bus transportation alternatives, the Seattle Department of Transportation, working in conjunction with King County Metro Transit, will be installing a safety curb in the street on the west leg of the intersection of Fauntleroy Way SW and California Avenue SW. The work will begin this Thursday, February 28, and is expected to take about two days to complete.

The yellow raised concrete curb will be installed between the opposing east and westbound lanes of Fauntleroy Way SW, adjacent to the westbound Metro bus stop. (See attached map for exact location.) The new permanent concrete curb will provide an additional indication to drivers that there is only one (1) westbound lane on Fauntleroy Way SW, west of California Avenue SW.

In 2012, as part of the improvements made for Rapid Ride bus service, a number of bus bulbs were installed in West Seattle for the C Line route. With a bulb, the bus simply stops in the travel lane instead of pulling in and out of traffic. This makes the bus service faster. However, at this particular location some drivers are crossing the center line to pass the bus, which has them driving in the oncoming eastbound left turn lane. In particular, drivers traveling southbound on California turning westbound onto Fauntleroy may not be able to see around buses serving the westbound bus stop, and may unexpectedly encounter oncoming eastbound vehicles. The raised curb is intended to deter such potential conflicts.

In addition to making the bus service faster, bus bulbs provide more space for passenger amenities – like shelters, benches, and real-time bus arrival signs – and the added waiting space helps keep sidewalks clear for pedestrians. However, bus bulbs can delay other traffic behind a loading bus. Motorists are reminded that buses typically spend 20 seconds or less serving each stop, and they are encouraged to build this slight additional travel time into their schedules in the interest of safety.

Here’s the map mentioned in the announcement. Meantime, we have a message out to SDOT to ask some questions, including whether this is being planned or considered anywhere else along the RapidRide route; we’re also hoping for a better visualization of what it will look like.

Feedback for Metro: 4 chances tomorrow; intense WSCPC discussion

“The change we did was big – probably too big.”

So acknowledged Metro Transit planning supervisor David Hull during this month’s West Seattle Crime Prevention Council meeting, which itself swerved back and forth along a list of topics that, too, was probably too big.

The change to which Hull referred was the September 29th Metro service change affecting numerous West Seattle routes, taking effect the same day as the launch of RapidRide C Line, replacing the 54/55 buses.

Metro’s received an earful and then some ever since, and is offering another chance tomorrow (Tuesday, November 27th) morning for West Seattle bus riders to sound off – at four stops along the RapidRide route, as detailed here.

At the WSCPC meeting, the changes’ effects on public safety – on board the buses, at the stations, along the roads with more buses and new features such as curb bulbs – were supposed to be the subject. But some attendees brought up gripes about reduced or changed service, too.

In the end, much was vented, little solved – but the venting itself might lead to something down the road. Metro reps again noted that some tweaks were in the works, likely for the February service change.

‘Bashed up,’ NOT closed up: Twilight and neighbors in The Junction

The continued work for a RapidRide stop on SW Alaska west of California isn’t moving “rapidly” enough for the businesses stuck behind the backhoes, as first mentioned here a week and a half ago – like Twilight Artist Collective, which currently has the view we photographed through their front window, and which is now into “making lemonade out of lemons” mode: They’ve announced a “Bashed-Up-Street Sale” all week long, 10 percent off if you come in and mention that phrase. Yes, you CAN get into Twilight, Edie’s Shoes, and Rose Nails along the stretch west of Easy Street Records. Twilight is open till 7 tonight. (We’re working to get an update on how much longer this section of the work will take; all along the future RapidRide route, it’s been happening in phases, first the concrete and utilities, then the stop/station shelters, benches, signage depending on what’s scheduled for a certain spot.)

West Seattle RapidRide parking/traffic changes continue taking shape for Luna Park, Triangle, Junction

Few would dispute the observation that we are in a time of transportation transition – eventually toward more transit, fewer one-occupant cars.

The question of how to keep that transition balanced – without abruptly reducing the parking supply or constricting the traffic flow before transit services reach a true “we can get you there from here” status – is at the crux of a tug-of-war over how things will change along the route of the Metro RapidRide “C” Line in West Seattle. It’s not due to start rolling till fall 2012, but many details that must be finalized now, before stops, stations and other facilities are built – some as soon as this fall.

What does that mean to you, whether you’re a bus rider or not? We have a somewhat-clearer picture, after recent meetings in The Triangle and Luna Park, of how RapidRide will affect area business parking and overall traffic flow, particularly along a major east-west route to and through The Junction. The recent local discussion about RapidRide has concentrated on those elements, rather than on the service itself (which, according to a new study released last week by Metro, is earning high marks on its debut south-end route).

But at least two business owners aren’t happy with the results, and are vowing to keep fighting.

WEST SEATTLE SNOW: What’s in the newest forecast, how the city’s preparing for possible ‘snownami,’ and evening updates

6:08 PM: As Thursday’s half-inch-or-so snowfall lingered throughout the day, city departments continued preparing for what’s to come. The mayor said that some forecasts, if borne out, could amount to a ‘snownami.” So let’s start with the forecast. Light snow is falling now. But the Winter Storm Warning isn’t in effect until 10 pm – the National Weather Service predicts up to eight inches of snow through tomorrow, and a chilly wind from the east. Whatever happens, city leaders say they’re ready:

Mayor Durkan led another media briefing this afternoon. SDOT says it’s had everyone on 12-hour shifts, pre-treating roads since Wednesday, and they’ve also been working on protected bike lanes, trails, pedestrian overpasses, and stairways. Their mechanics are on duty too so vehicle troubles won’t be a setback. Seattle City Light crews are ready. The city’s virtual Emergency Operations Center plans to activate at 8:30 am Saturday, according to new Emergency Management director Curry Mayer. The Human Services Department says three emergency shelters have been opened and none are maxed out yet. (None in West Seattle.) WSDOT plans to keep express lanes open. We asked SDOT director Sam Zimbabwe if low-bridge restrictions would be suspended so that people who absolutely had to cross the river in the snow wouldn’t have to drive a few miles extra. His answer: No. Metro and Sound Transit, meantime, remind you that they have to maintain reduced capacity, and masks are mandatory. One other note for getting around. The city promises to maintain access to COVID testing and vaccination sites as best it can – that includes the one in West Seattle (2801 SW Thistle, on a major plow route – see the citywide plow-routes map here, and the “live” map here). Lisa Herbold begins second year as Seattle City Councilmember for West Seattle, South Park

This week marked the start of Lisa Herbold‘s second year as the first City Councilmember for District 1, West Seattle and South Park – one year since her swearing-in ceremony on January 4, 2016.

As we had done just before she took office, we invited her to sit down with us for an interview.

At the time we talked in December 2015, she had just been declared the winner of a race that had nine candidates on the primary ballot – with even more in the running before that lineup was finalized – and ended with her winning the seat by a 39-vote margin over Shannon Braddock.

Herbold won’t be up for re-election for three years. But we couldn’t resist asking, at the start of our conversation, if she is considering running for the biggest gig on this year’s city ballot.

(Added midmorning) Format: The meeting will start with Assistant Transportation Secretary Lynne Griffith, who leads WSF, speaking for several minutes “recognizing the issues on the route and the need for public input,” and then, WSF tells us, “The following hour will be open house-format listening sessions. During this time, members of our executive team will host three listening stations, where attendees can post ideas, concerns, and questions on maps of each terminal. These notes are what we will collect, assemble, and report back, from the meetings. We’ll close out the meeting with a group Q&A so folks can ask questions or share insights about what they’ve heard from neighbors.”

FIRST REPORT, 7:08 PM: We’re at The Hall at Fauntleroy, where the first public presentation about the Go Ape zipline/rope-swing proposal for Lincoln Park (first reported here, on June 28th) is scheduled during tonight’s Fauntleroy Community Association meeting.

A standing-room-only crowd is filling the hall’s largest room; at least two TV crews are among the media who are here to cover it.

7:12 PM: The agenda will start with the Parks presentation, followed by FCA’s presentation about the history of Lincoln Park, habitat protection, and “justice and the community impacts,” followed by an open comment period, and “summary and closing statements.” President Bruce Butterfield is introducing Charles Ng and Rebecca Salinas from Parks, and Chris Swallow from Go Ape (a few hissed, but there also was polite applause for all three). Now counting three TV crews.

Rebecca Salinas of Parks (photo left) speaks first, saying she hopes to achieve “providing you with accurate information about what Go Ape is and what it isn’t, but we’ve been allotted only 7 minutes, and I don’t think (that’s enough time).” She says August 11th, 11 am at Lincoln Park, is the likely date for a community meeting, ‘where we will actually chalk out the area we are considering.” That led to a loud round of boos and shouting. Butterfield asked the crowd to stop. Salinas repeats that they have been going through “internal processes” and is why they had not brought this to the public yet, and that they are “still going through internal processes.” They are looking at “doing a SEPA checklist” (state environmental policy act), she says, and “working with naturalists and natural resources unit, and there are some questions that need to be asked.” She says this will go to the Parks Board in October and that it will recommend to the Superintendent in November “whether to go ahead with the project or not.”

7:19 PM: Parks’ Charles Ng is now explaining “how we got to this point,” as Salinas put it. He first mentions the recession, “is it always about cuts, how can we be creative … we have been accused of being reactive… what’s out there that aligns with our core mission.” He mentions the Parks Partnership Policy (linked in our earlier stories). He also talks about the Parks webpage and the “Expression of Interest” process, and how they got to the point of looking at partnership with Go Ape, which he described as “environmentally friendly” (that drew some groans). Salinas has taken back the microphone and says they have spoken with other cities that have “high ropes courses,” and she mentions the “low ropes course that will have some high elements” at Camp Long. “We were told by Leon Younger [consultant behind this May 2012 report] … that this was coming – people want new ways of recreating, they want to recreate off the ground. It’s a new way of thinking,” she said, with some hisses after that. She mentions Rock Creek, MD, where there’s been a Go Ape course for three two years, she says, talking about someone she talked with there, at the 1800-acre park, “he said he was leery of it … but now ‘I sound like I am an employee of Go Ape’,” she quoted him as saying. She also says she spoke with someone in Virginia. (So far there has been no presentation of what this is, but rather a sort of defense.) That person, she said, described Go Ape as “how public-private partnerships should work.” She stressed again that they hadn’t “made a decision,” but are doing “due diligence.”

7:24 PM: FCA board member Kim Petram is speaking now, saying that they “realized we had to act quickly” when they “learned of this 2 weeks ago.” She is presenting the history of Lincoln Park, which was originally known as Fauntleroy Park, renamed when the city bought it in 1922. She shows “what we do with the park today … we ride our bikes .. we run and jog … we play baseball .. we use the shelters with .. our families .. we hang out with our friends .. we might enjoy the waterfront and what it was to offer us.” She lists Frisbee, dog-walking, contemplation, YMCA day camps, and other park uses. She also mentions “We have a zipline already” – the small one by the playground. “And it’s a habitat already for many, particularly birds.” That gets loud applause. She says there are five points they are worried about – starting with habitat, the irreversibility of tree removal, habitat destruction, and more. Barbara Webster is asked to speak next. She is a West Seattle resident, a master birder who leads field trips for Audubon. She says she is speaking about “why a zipline course in some of the most densely forested area is a bad idea.” She notes that zipline videos online include no birdsong.

As Trileigh Tucker’s bird photos play on the screen behind her, she talks about the habitat in the area of the park where this is being proposed. She says 82 species are on the list for Lincoln Park, with more than 35 of them regularly nesting there. “They need this forest for feeding, for breeding,” she says. And there are seldom-seen birds that rely on the park too, she adds. She says there are also birds that pass through the park and rely on it as a place to rest. … “There is nothing wrong with wanting another form of outdoor entertainment, but it needs to be in a different setting where the impact on the birds is not so much,” she says, to loud cheering and applause.

7:34 PM: Petram is back at the mike. The second point of concern, her slide says, is “Due diligence.” She says she believes that the Parks Department is violating policies including public involvement, supplemental-use guidelines, and other policies. They believe they are speaking on behalf of future generations too, and are concerned that the financial compensation may not be enough. She is introducing Amanda Lee for the next portion of the presentation. “Among the many reasons why we believe Parks and Recreation should cease the process now for (this proposal) is … we believe the process to date is violation of both the letter and the spirit of numerous policies, and fundamentally at odds with Parks’ current strategic plan and the Vegetation Management Plan for Lincoln Park … and … conflicts with … goals for this park set by this community …and by the people who will enjoy it for generations to come.” For one, she says, use policies say Lincoln Park is meant for drop-in recreation, not for tourist activities; its concession and vending policies, she says, limit those activities to food vending, of which there is none now. She then mentions that the Parks Department Public Involvement Plan does not seem to be followed here, including the “early and thorough” notification of the public (an allusion to the fact that Parks has been talking with Go Ape for 11 months). She says she has looked at the company’s history, and “this process has been proceeding exactly backwards … the public has not been provided to participate to date … and the ideas of the community have not been solicited.” She says they also appreciate Parks’ concerns about revenue, but says that there seems to have been a “back door” to private companies having “secret meetings” with the Parks Department. She singles out the fact that Parks entertained three zipline proposals – and then chose one company, and allowed it to choose which park it wanted to pursue.

7:43 PM: Trileigh Tucker – who has shared bird photos on WSB many times in recent years – is speaking now. She says she was overcome when she heard “so many people applauding for the birds of Lincoln Park.” She says they want to work with Parks to figure out how to make Lincoln Park open and accessible to all, for future generations. She is an ecopsychology professor and says people need peaceful greenspaces to heal from the stresses of urban life. Behind her on a screen, it says, “environmental justice is the right to a safe, healthy, productive, and sustainable environment, where environment is considered in its totality to include the ecological, physical, social, political, aesthetic and economic environment.” She is “call(ing) on the city to (honor) environmental justice by keeping this facility out.” After Tucker, Petram speaks again, with the topic “community impacts” – concerns such as noise, litter, safety/security. “We are worried that we’ll lose the sound of the birds and the animals … and gain the noise of a commercial enterprise,” Petram says. She points out some of the statistics that have been suggested in literature related to this proposal so far – 25 parking slots, up to 84 people at a time on the ziplines/slides. She shows photos of what it’s like to try to park at Lincoln Park on a busy day, and the ferry traffic in lanes along the park side of Fauntleroy. (The central parking lot would be closest to the proposed Go Ape site.)

7:53 PM: Petram also showed a shot of the Lincoln Park lot today. She is now presenting some research about the company, including the planning processes well under way before the public is notified, residents in affected areas “ignored and sidelined” (a quote from the FCA presentation), and then she shows where in the park the course would be, with the help of Tucker on the mouse. She says FCA has not taken a position but would like more information before making a decision about “altering the park.” She introduces FCA vice president David Haggerty, who will be calling those who signed up to speak.

7:58 PM: An Arbor Heights resident named Jonathan speaks first, saying he and his wife “are not tree-huggers, but we don’t think this is an appropriate use of a city park.” Marty Westerman is next, an FCA board member. He says, “I’d like to see Parks choose the most appropriate place for the activities they’ve decided to select … it sounds like so far (they did not).” He also says they would be happy to help Parks to figure out how to make more money. Next, Judy Pickens, watershed steward, who says she has long worked with Parks,and “would love to give you the benefit of the doubt,” but she thinks “the magnitude of this proposal” might be “greater than (they) thought.” She adds, “You ask a lot of us .. use the word partnership a lot … you ask and receive thousands of hours every month from volunteers making sure Parks don’t turn into thickets … I’m used to being a partner, I’m used to partnership going both ways. I would like to hear that come from this section of Seattle Parks.” Next, a woman who says community residents “are intelligent, committed, dedicated to our community … quite frankly, I believe the approach the Parks Department has taken has been incredibly disrespectful to this community.” She says if they wanted ideas, they should have come to the community first. Next, Matt Stiles, native West Seattleite, “No to the zipline,” he begins. Next, Kenney resident Bob Burram takes the microphone, saying he came to this area 40 years ago, with “the natural location” being “part of what attracted us.” He thinks his sons might have enjoyed the zipline. The next speaker says she is a steward with the Green Seattle Partnership, which she says did not know about the proposal, and asks Parks, “How could you consider desecrating … Lincoln Park?” She lists the thousands of hours of volunteer time devoted to Parks, “the equivalent of 256 fulltime jobs” … she also suggests that the Go Ape rep “go buy your own land or lease it … and don’t come looking for public handouts.” That draws loud, long applause and cheers.

Barbara Osteen says, “It’s interesting I should come after that,” because it’s her sentiment. Dave Gould, who speaks next, says “there’s not a damn thing in (Parks) mission statement about building an amusement park.”

8:09 PM: Denise, who identifies herself as an artist who has long lived in West Seattle, says she agrees that “this is a really, really bad idea,” and implores Parks to “drop (it).” She says the city will “become more crowded … and our young people are going to need nature.” The next speaker says she’s also against it, and “ceding her time.” After her comes a man who says, “We need quiet space … we need palces where we can go.” He says he recommends to “patients” to use parks for the same reason. “It’s best that we leave the park as it is … I too understand the revenue needs,” but he says it’ll be shortsighted not to “look at the longterm picture of fiscal responsibility … because this is cyclical.” Martha Callard from the FCA follows him, and she has a question for Parks, asking “does City Council have the final word?” They say, yes. She asks are any City Council members here? No one replies. Author/nature writer Lyanda Haupt speaks next. She says everyone she has spoken to is against this project but “no one is against ziplines – they look really fun.” She says her 13-year-old daughter is included in that, but when she told her about this proposal, the daughter said, “Mom, that would ruin the park.” Haupt said the park is a refugee for wildlife, and a “rare, rare urban forest … we are longing to keep it that way, and we will.” She is followed by Rob Duisberg, who says he “applaud(s) the Partnerships program .. you are being creative and responsible, and that’s terrific.” But, he says, “there are parks .. and there are PARKS … but what hasn’t been appreciated (in this process) … is that Lincoln Park is a remarkable place. It is not so much a city park as Cal Anderson, or Green Lake” (he lists others). The fact there are breeding species “that will be driven out the park by this kind of activity in the canopy, and there is no question about it,” he says. He adds that “ziplines are cool, I went on them in Costa Rica. There are other locations … the so-called ‘jungle’ over the freeway.” Laughter follows. Or, he suggests before his 2 minutes are up, even “the back side of Lincoln Park.” The next speaker echoes that ziplines look fun, and he would take his daughter to something like a Go Ape location, “but not here.” He notes that “ultimately this is going to be a political process, and I want to challenge our hosts … do your due diligence but do it quickly, and decide whether you are for or against this, and speak out.” He says groups must take positions. That draws applause too. Another FCA member, Carolyn Duncan, says she lives across the street from Lincoln Park. She says she is working on a King County Parks task force right now, as it grapples with economic issues, and she says she understands what “the new economy means” for parks systems, requiring “painful choices as they juggle many worthy priorities.” But she says choices must include “compatibility with the park” … and “transparent public process.” She says “urban forests are precious and rare” and “to put the words ‘Go Ape’ in the same sentence as ‘Olmsted park’ is jarring.”

8:22 PM: The next speaker says she and her neighbors “will do everything we can” to stop the proposal. She is followed by a man who says “Lincoln Park is a sanctuary.” After him comes Chris Wood, a half-century-plus resident, who says, “Lincoln Park is no place for a zipline,” and that she is worried about noise and parking “which is an absolute nightmare.” “Already,” adds someone in the audience. “Don’t put the zipline in Lincoln Park .. the wild animals .. don’t do that to them … it’s so neat to see them the eagles, the hawks, a red fox who comes out at 8:30 at night, you can set your clock to him,” and she chokes up. After her, Brian Dunbar, who says he attended school here at the Fauntleroy Schoolhouse when it was still an elementary. He says what he is most concerned about is “the lack of transparency in the Seattle Parks Department.” He says the longer you are in any project, the harder it is to walk away. “They gave the keys to Go Ape, they said ‘what location would you like,’ they said Lincoln Park, it’s up for grabs.” He notes the standing-room-only attendance, and the 30-plus people who attended last night’s organizational meeting. “We need to jump on this now and stop it before it goes any further.” A “new” resident named Mike – who elaborates, “I’ve been here 20 years now” (laughter) – says he was “shocked and devastated that the Seattle Parks Department, who I mistakenly thought was here to protect the parks of Seattle, is springing this on us. … I’m still shocked that you guys are doing this.” He doesn’t think this kind of project “belongs in any of the Seattle parks, period.” Beach Drive resident Bill Beyers, who says he goes to Lincoln Park every day, says he is concerned about Mayor McGinn‘s “(failure) to have citizens committees to plan how we are going to manage this park.” He notes that about 200 people are here and that he is astounded “there could be such poor management from the top in city government.” David Haggerty says at that point, they have counted the turnout at 250 people. The next man talks about the controversial “mud bike race” in Lincoln Park some years back. “I don’t get it – you folks are the stewards of the park, could you be that wrong?” He is followed by a Gatewood resident who says she thinks “the cute little zipline” at Lincoln Park is fun for the kids, “but that’s where it ends.” She says when she “struggles with day to day life,” Lincoln Park is the “one place” she wants to go, and that not every community has such a place. She asks for a show of hands of opposition – almost the entire room raises its hands.

No one raises their hand in support; nor for being “on the fence.” After her, a woman says our country is so well known for planning, she was “shocked” that this plan had come about without having been publicly presented. “I’m ashamed of our Parks Department.” The woman after her says her top concern also is “lack of due process and public involvement.” She says, “It’s appalling that even now, we are having the first public meeting and two more months to make a decision … we should have at least a year … to at least tweak a proposal that could happen.” She also notes that Seattle voters have never voted down a parks levy, and understands the call for partnerships, and is “invested” in its Parks system. “I’m sure you could find $65,000 in this room today” to prevent the proposal from going forward. She talked about having been in the park one recent morning and that it was “mayhem” with day camps in another part of the park, and she was glad to get to the part of the park where this is proposed, for silence and tranquility. Sarah Hebert is next, holding a young child, and quotes the Go Ape website as saying that the company believes in challenge … and in taking risks. “You’ve challenged us” to band together to stop the project from going forward, she says. She also talks about trying to get to the park along sidewalk-less streets, and believes that there will be even more cars brought to the park by something like this. “It is impossible to accommodate that in the blocks around our community.” Her son, cued by mom, says, “I don’t want the zipline.”

8:37 PM: The last group of speakers is called. “How sad,” says a man. “How sad that it comes to this. But thank goodness our Founding Fathers provided us with this right to speak our piece.” He says he works in nonprofit health care and knows about budget problems, but that they “refuse to impact our patients negatively.” He says this could be “a permanent solution to a short-term problem.” Bob is next, saying he heard “no decision has been made … BUT you’ve been meeting for a year with this party, and one cannot feel like when you were finally going to present it to the public, that we were starting from ground zero … you already have this huge investment in meeting with this partner … I really do hope you mean that ‘no decision has been made’.” A mother with young sons is next, talking about going to the park almost every day to enjoy its silence. “It is a neighborhood activity now to have all the kids take their bikes to the park and watch the baby eagle … or all the little kids want to go under the tree where the owl is nesting, and find owl pellets.” She says children in cities “are desperate for … fun that can be created for free,” like those forest visits. “Fun does not have to be paid for, does not have to be manufactured,” she says. “This is one of the few places in the city,” along with Seward and Discovery Park, among others, “where nature really does hold sway.” She says she won’t be able to teach her children about nature if she can’t take her children into a park with silence.” Next a teenager and her little sister speak, saying they “like to walk on the trails and explore” in Lincoln Park. Her sister says she does not want to hear “yelling” and “screaming” from users of an attraction like this. The next speaker says, “I think if the Park Department fails … to understand the importance of silence and peace, the money that can be lost, $65,000, chump change, the quiet and peace that can be lost …” He says that basically, what’s at stake is priceless. After that, Tom Quinn says “public-private partnerships always seem to leave the public without the resource, and holding the bag of debts.” He invokes the not-paid-off-yet-but-long-demolished Kingdome. “I say no monkey business in the parks.” The next woman, who says she is a Fortune 500 executive, says “Shame on you – you’ve worked on this for a year and you bring a business plan that will bring in $65,000?” She is speaking with outrage, saying that certainly the people in the room could come up with ideas worth more than that. “Shame on you!” she shouts at the end. That brings major applause. Charles Austin, who says he works as activities director in the activities department at The Kenney but does not speak for it: “I take care of (your parents and grandparents). … I can drive to North Bend for a forest experience, or four blocks down the street, and take my Alzheimer’s and dementia patients to (Lincoln Park) and take them back to the 40s … they remember it. It clears their mind. It makes them happy. It clears their mind. It makes them happy.” He says an original 1941 Colman Pool lifeguard lives at The Kenney. “Don’t take this away from your parents, or from your great grandchildren who have yet to be born.”

The next speaker is David Whiting, who is on the EarthCorps board, and works in restoration. He says, “Yes, the Parks Department does have a dual mission statement to protect resources and provide recreation opportunities, and these days we are seeing different kinds of activities in our parks” – he mentions skateboarding and bicycling. He says the Parks Department is responding to them, but usually with a “long process” – and yet this time, “you went to the developers and the concessionaires, and this is a kind of bass-ackwards way” to go about it. “For $65,000, you pimped out our parks,” he concludes. The next woman notes that there’s a lot of emotion – a friend of hers was so upset about it, she couldn’t sleep the first night she heard about it. “THis community is in an uproar. Don’t torture us. Don’t make us go through a long drawn-out process. Just drop it.” She pleads with Parks to not drag it out, to “not make us come to more meetings … We’ve spoken our hearts. Drop it now. Let’s move on to a new plan that works.”

8:51 PM: Stewart Wechsler, a naturalist who leads walks through natural areas around West Seattle and elsewhere, is the next speaker, and says that the mayor should have someone who reports to him with an interest in nature. Longtime community activist Cindi Barker says the person who said it’s up to the associations to take positions now, she disagrees with – she tells the audience, “You need to speak to your representatives!” She says that MoCA’s meeting next week should include in the Parks presentation the answers to the many questions brought tonight. “Are Parks and Go Ape discussing this with cruise lines, and are we going to deal with buses and not cars? We feel like, if we don’t ask you, we are not going to hear about this.” Cindi also says Parks needs to disclose the timeline, and when they expect to go to the City Council, “there better not be a year of your work and a month of our input.” (Editor’s note: In early work on this issue 2 weeks ago, we were told that Parks hopes to take this to the City Council by/in December.) After Barker, a woman talks about a past park project, in which she was told no trees would be damaged, but they were. She fears trees will be cut or damaged here, and cites the figure of 25 trees. “The people of West Seattle had better get busy and look for a new mayor and new City Council who will protect what little public parks we will have left when this commercial venture is finished if they do not fulfill their responsibility for oversight of the Parks Department.” The public comment concluded at 8:55. FCA president Bruce Butterfield now invites Deb Barker, Morgan Community Association, up, and she talks about the meeting next week, which at one point was originally the first public meeting scheduled to address this. She says other hot topics are on that agenda – including the CSO project at Lowman Beach, and Metro’s RapidRide. She says Parks will have at least half an hour to make a presentation at the meeting, Wednesday of next week, 7 pm, at The Kenney, July 18th. (An audience member suggests a larger room; MoCA’s Barker says she might have to “kick Bingo out,” and adds that she appreciates that people turned out. Butterfield invites Parks to come forward; Salinas says they are “putting more information on the website all the time,” and that there is “misinformation” she heard tonight, but that Parks wants to “give it to you straight.”

9 PM: Butterfield asks Salinas if they are at a point where they could call this off. She says they could at any time. She also says that they hadn’t gone public because they “didn’t have something to present.” The woman who brought up the Green Seattle Partnership, which Salinas contended had heard, says she had talked to a key person who didn’t know, whose focus was habitat and restoration. (So far, as of 9:02 pm, we can’t find anything on the Parks website.) Butterfield mentions the FCA website at fauntleroy.net and the FCA Facebook page.

During our morning workout today at about 5:50am, we found this dog. Originally on California Ave SW, the block north or Rite Aid and south of the 7-11. She ran with us for an while and was able to catch her a few blocks south. Checked with the local vet and did not see a microchip. The dog is wearing a collar with the name “Happy” and a disconnected 253 area code number. Likes other dogs, as I brought her home with me till we find the owner. I found a lost dog. Very Friendly. Possible Golden retriever/white lab mix, Female. Had no tags on but was wearing a white and orange polka dot collar. She was very hungry and dehydrated, lapping at every puddle down the middle of the road. She followed a neighbor home from around the SSCC area and I came across her around 21st Ave SW. She followed me and my dog home where I gave her some food and water. She has recently been picked up by Animal Shelter where she will be cleaned and fed, and micro-shipped. Coming home ~30 min ago we saw a lost dog wandering in the street between the Admiral PCC and the McDonald’s. Looked like a golden retriever, maybe mixed with a little bit of lab. They were outside in the courtyard of the apartment on the corner of California and Andover and hopped the fence, running right up to us and following us, talking all the while. They were very well-cared-for-looking and obviously extremely confident and friendly, so I have to assume they were someone’s pets that had gotten out. I don’t think they were too happy about being outside though as they tried to follow us into the house and were quite insistent about it! It’s several hours later now and my neighbor just called to ask if I knew anything about them, as they were mewing and asking to be let into his house as well. The first of the two cats was a black shorthaired kitty with a little bit of white on him. The other was mostly white with I think some brown or tabby markings. She may have been part Siamese because she was the very talkative one.”

SIGHTING (added 12/23/11)
A few minutes ago (3:15 p.m. Friday 12/23) I spotted a loose dog at the corner of Thistle & California. I have called it in to Seattle Animal Shelter, but if other people call w/ sightings it will help them find the dog more easily (SAS: (206) 386-7387). Dog is a large light brown pit bull (solid color, no patches) with forward-flopping ears, full-length tail, no collar. This is a MAGNIFICENT dog, extremely healthy and well-cared-for. He/she looked at me and considered coming to my car, but in the end decided not to — took off into the yards heading NE from the intersection. This dog definitely looked like an owned animal and I hope he/she is found again and returned home!

I thought he belonged to one of the other residents as he was always pretty much in the same area, so I started asking around and come to find out he does not belong to anyone I have found in the Westhaven Apartments, near building K, on the street side facing 24th Ave SW. TWO CAT SIGHTING REPORTS (11/29/2011)
On my run this evening I spotted a friendly orange/brown tabby cat with long fur and a thick tail at the corner of 46th and Alaska. It had a blue collar with a bell on it. I’m not sure if it’s missing or was just out for a walk, but in case someone is looking for it, it followed me north across Alaska and stopped in the yard of the first house on the west side of 46th. The other cat I spotted unfortunately looked like it was hit by a car. It was a grey and black striped tabby cat with a striped tail. It looked small- either not fully grown yet or just small in stature. I spotted it in the grass by the sidewalk on the north side of Genesee, between 47th and 51st. My heart goes out to its family.

On either Friday night 11/25 or Sat 11/26 a cat was hit and killed at California and Seattle street in the West Seattle Admiral District. She is a Tortoiseshell/Tabby with some calico marking but mainly tortie/ tabby. She has white feet and a clipped ear.. Could have been a feral kitty at some point because of her ear but she has no microchip.. She is about 1 to 2 years old and about 10lbs.. On my way in to work this morning a rather large black (with white coming in on muzzle and scruffy beard) dog crossed California in front of me. It looks somewhat schnauzery but bigger. I stopped and tried to catch him (had my lab in the car and so, a handy leash). He turned when I whistled and called, playfully, but kept just out of my reach. He was heading south on California at 8:15. Oh, he’s got a carabiner hanging from his collar, as if he escaped being clipped to something.

FOUND CAT (added Thursday 11/3/11):

We’ve been repeatedly visited by what we originally took to be a neighborhood outdoor cat. We haven’t seen it in a long time, and then about 6 weeks ago it started showing up more regularly. It has begun staying on our porch for hours at a time, and making lots of noise to get in. It is reasaonably clean, but quite thin, and if it does have an owner, I suspect it is a bit neglected… or just roams free for most of its life. We cannot let it adopt us, due to allergies, but after showing it the merest modicum of attention (we’ll sit on the porch and pet it, and we put a blanket and some water out on the porch for it, since it was already sleeping on our porch every other night or so), has made it all the more enthusiastic about getting into our house, and adopting us. We thought it might move on, as before, but even after ignoring him for days, he’s still here. If he doesn’t have a home, he needs one. I don’t want him to come to rely on us, as we can’t make that commitment to him, but he needs regular meals, and to be cleaned. We’re starting to think that if he doesn’t leave, we’ll eventually need to take him to a shelter, but we’d rather find his owners, if they’re missing him. He currently prowls the Highland Park area. Fluffy, solid white, friendly and affectionate, with two different colored eyes.

This sweet boy was found at West Crest dog park on Wednesday November 2nd. He was wearing a green collar, but no tags. He knows basic commands and is friendly. Several of us at the park tried to find his owner, but no one claimed him. Animal Control said it was too late to come pick him up and we didn’t want to leave him in the park all night (cold and heavy rain). Around 6PM, I took him home to give him some water and food, then to Lien Animal Clinic (206.932.1133); no microchip. He stayed at Lien last night. I spoke with them today (11/3); he is still there and will likely be picked up by Animal Control by the end of the day. If you recognize him, please alert his owners.

I called 911 but was redirected to Highline animal control. I waited on hold then got disconnected several times. Not sure what happened to the cat but it was definitely hurt. I could not get very close because I had my dog (that does not like cats) with me. The cat is small and all black.

Lost Siberian Husky, his name is Bear and he got out of the yard this morning around 9 am, my grandfather was doing work in the yard and let him in the front and he found his way out. He’s really friendly but un-neutered, so can be a little feisty but he does NOT bite. He is three years old but is not a standard Siberian; he stands tall (has been mistaken for a wolf-hybrid), is white, grey and black, wearing a RED COLLAR and has a lion cut that is fairly new. SIGHTING (added Sunday morning): This morning @ 9:50 am, a little white dog wearing a sweater ran into traffic on Fauntleroy near the old car dealership that is now an empty lot. I stopped in time to avoid hitting it. A truck heading north on Fauntleroy stopped in time, and the little dog made it alive into the old dealership lot and sprinted toward the west Seattle bridge. ABANDONED ROOSTER (added Thursday)

I just thought you might like to know that there is an abandoned rooster currently running loose in the 3600 and 3700 blocks of SW Myrtle Street. Apparently there was a rooster and a hen abandoned by their owner and left in a plastic crate on the corner about two days ago. They got out of the crate and are running loose in the neighborhood. There is no sign of the hen now but the rooster has survived two nights outdoors with no protection and has been serenading the neighborhood with his intermittent crowing. A neighbor and I tried unsuccessfully to capture him. We would love for this story to have a happy ending with the rooster being captured and taken to a good home.

I found this little dog (picture attached) about 8:30 AM on 34th Ave SW between Morgan and Holly. He ran up to me while I was walking my dog. It was hard to grab his leash because he kept darting away, but I was finally able to. He’s very sweet! No tag but has a black harness and a red leash. It looks like he’s been running around dragging the leash for a while- it’s very dirty & tattered. I got him in my backyard but will probably take him to the Seattle Animal Shelter (in Interbay) because I can’t bring him inside. He’s not neutered and likes to mark everything. I gave him food and he ate a little bit but not a lot.

Sent overnight: Someone left this poor creature tied up outside of my home across the street from the Dragonfly Pavilion. My guess is that someone found it roaming the park and, knowing that my neighbor always keeps a leash attached to the tree next to our sidewalk, hooked the dog up there in the hope that its owner would easily see it if they visited the park again. It’s a sweet dog, crying outside right now because I don’t know if I can have it inside with my cat. I’m glad it’s not a terribly cold night. I am missing 4 chickens. There is no sign that there was an attack, otherwise there would be blood and feathers. It seems that someone came into my yard and stole 4 chickens. They haven’t started laying yet so they aren’t of any use as layers and they are too tough for slaughter since they aren’t meat breeds anyways. The breed stolen are 2 Buff Orpingtons and 2 Welsummers. They are pretty much grown, but plain and simply they didn’t belong to anyone else and need to be sent straight home. One is missing a toe and has a unique feather pattern. I could spot it in a second and know that she is mine. They went missing on Friday July 1st when I went out of town, a friend was chicken sitting when they disappeared. I have attached pictures of the breeds. His collar, if he’s still wearing it, is light blue suede with a little bell to scare birds and a black circular tag with his name, my address, and my phone number. If he’s lost his collar you can see where it was since the hair doesn’t grow there anymore. Note: His sister is identical in markings but she has a hanging belly and an orange collar. WHO/WHERE: Last night we found a lost dog near Lincoln Park around 11:15 PM. The dog is a small friendly beagle with mixed coloring. He has a caramel brown and white fur on his head and ears, and has a mostly black coat with white legs. He has no collar and looked to be looking for food. Traffic along Fauntleroy near the south parking lot at Lincoln Park braked as he crossed the street a few times. We took him in to shelter him temporarily until we can find his owner today at the earliest or, plan b, to place him in the care of someone who wants to adopt him. He looks to be about 6-8 years old and seems to be in fine health and exhibits puppy behavior. He has no problem walking and has a hearty appetite for water and cat food. JUST IN, Friday morning: Found on 49th SW, between Oregon & Alaska St, an elderly male brown mixed breed, possibly Shar Pei and Corgi in him. He appears almost blind and was wandering in the street. FOUND IN GLENDALE: (received Monday night) My husband spotted a tan pit mix this morning running north on 12th Ave SW in White Center. Then later (around noon) I was driving on 509 headed south and there were 2 dogs running down the freeway headed north. Turns out it’s the same pit mix, he’s now at my house. He was running with a border collie mix, tan and white. So, 2 stray dogs found in Glendale. Tan and White, younger female border collie mix, probably 45lbs, she is in heat. Andy weighs some 13 pounds, was wearing a light blue “quick release” collar with a little bell on it. He is a classical “tabby,” gray with black stripes and white underside. Very firiendly little guy and he would probably nuzzle up to anyone he sees – he is a “head butter.”

SIGHTING (4/16): I live in the 8600 block of 17th Ave SW. I was working in my front yard when I saw a loose dog running past on the sidewalk. I tried to call the dog, but the dog seemed shy of strangers.

The dog was “golden” colored, smaller than a Lab, pointed nose and ears. And thin, I’d guess, 14″ at the shoulder, 2.5 feet length. Maybe 45 lbs.The dog was heading south on on the west side of 17th Ave SW.

WHO AND WHERE: A 50-60 lb male brindle dog with white patch on chest has been spotted numerous times along 37th st between Cambridge and Roxbury, both in the backyards and in Fauntleroy Park. He appears well-fed and wears an old faded collar. He was very wary and could not be approached. I was able to take a cell phone picture from about 30 ft away. Because he has been seen so often we think he may be escaping his yard regularly without his owner’s knowledge or he may be living in the park.

SIGHTING: (reported Thurs afternoon 3/24): I was out running today at about 36th and Trenton near Westwood Village and I saw a puppy that had gotten out of its house and was roaming free. It looked very similar to a greyhound and was very wiry with a greyish appearance. I tried to chase and catch it, but it ran into somebody’s back yard. The owners of the house did not answer their door when I rang, so I waited a few minutes and continued with my run hoping that the dog had relaxed in the safety of the backyard that it had escaped to. I continued with my run after that. I asked a few people on the street if they knew who the dog belonged to, but none were familiar with it.

Who: A Yellow Lab (really white), named Cody and a Golden Retriever (really red), named Coho. Both are micro chipped, but do not have their colors on. Both dogs are extremely friendly and well-behaved. Last seen around 8pm on January 4th.

Where: Escaped from home in Arbor Heights neighborhood, between 100th and 41st.

1:44 PM UPDATE: Waiting to see if the National Weather Service will extend the “ice storm warning” past 2 pm, since this doesn’t appear likely to end any time soon. At noon, weather analyst Cliff Mass predicted at least several more hours, and explained why this wasn’t foreseen till it was almost upon us.

2:05 PM UPDATE: Definitely snow out there now. Traffic alert: SDOT says a crash in the northbound 99 lanes at the Battery St. Tunnel has those lanes all CLOSED. From the city emergency-ops center:

With ice and snow continuing to cause challenging travel conditions, the City of Seattle is encouraging people to get home before dark if possible. After dark, icy conditions may worsen and ice will become more difficult to see. Pedestrians should exercise caution – many sidewalks are icy, and there is danger of falling ice from trees, buildings and power lines.

Residents are discouraged from all but essential travel to help keep roads open and safe for emergency vehicles, transit and snow removal. Streets may appear bare and wet but may be covered with ice, which will be difficult to see after dark. Ice accumulation could lead to snapped power lines and falling tree branches, a danger for both drivers and pedestrians.

The National Weather Service has now switched our area to a Winter Weather Advisory (read it here) – which insists that it will warm up late tonight and all this will end.

2:47 PM UPDATE: Still snowing steadily and in the “new accumulation” category. We’ve received official word that the fire-relief benefits for Teri Ensley and Furry Faces Foundation tonight ARE POSTPONED. They’ve just settled on the date – Sunday the 22nd. … Road-condition report: Illusions Hair Design (WSB sponsor) between The Junction and Morgan Junction took this photo after plowing/sanding crew went by a little while ago:

3:33 PM UPDATE: Josh sent this photo of the thick sheet of ice cleared off his wife’s car:

Co-publisher Patrick had the same results when he went out to make sure at least one of the official WSB vehicles is in ready-to-go mode if news breaks – almost an inch of ice. If your car has been parked outside your workplace etc. all day, you’ll need time to get it ready to go.

3:44 PM: “Wires down” call in South Delridge. Reportedly involving a tree, according to scanner traffic. … SDOT says (via FB) they are “utilizing truck drivers from a sister department and equipment from a vendor to augment resources for snow response.” … Another addition to our list of closures/changes – Pagliacci says it’s too dangerous to send delivery drivers out.

4:07 PM UPDATE: Seattle Public Schools just announced they’re closed Friday. (They have not announced official make-up-day plans, for those who have asked.) … Holy Rosary and Westside School, too. We’ll update the school-closure page momentarily. … Metro also says it will continue on snow routing tomorrow.

4:27 PM UPDATE: Vashon Island School District latest to announce it’s closed tomorrow.(added) Seattle Public Schools has added some info about their decisionmaking process re: makeup days:

Next Tuesday, Jan. 24 is a three-hour early dismissal from schools because of a scheduled furlough day. That day cannot be used as a snow make-up day. District administration will determine tomorrow if Friday, Jan. 27 – a scheduled day off for professional development – can be used as a snow make-up day.

And we’ve also heard from Explorer West Middle School, they’ll close. Here’s where we’re updating the FRIDAY school-closure list.

5:21 PM UPDATE: Highline Public Schools is now on the closure list too. Meantime, we’ve heard from some area restaurants that ARE open tomorrow. We appreciate hearing directly – e-mail, comments, Facebook, Twitter – so here’s who says they’re open: Kokoras Greek Grill, La Rustica, Skylark, Blackboard Bistro, Terrible Beauty, Cactus on Alki. Also have seen mentions by Feedback Lounge, Locol, West 5, that they’re open and serving food. (Added: Proletariat Pizza, Zippy’s Giant Burgers, Circa.) But only if you can get there safely! Traffic alert: 1st Avenue South and S. Dakota Street, there’s a serious crash (rollover) – heard it on the scanner, and it’s affecting traffic in that area. … Got a note from Fairmount Park saying they haven’t had mail delivery in 2 days. Anyone else?

6:15 PM: The 1st/Dakota crash is cleared, per SDOT. There’s helpful info, meanwhile, in this update from King County – please especially take the part about checking on older/sick neighbors to heart. Re: the outage advice, we have had almost no trouble with that here – but things could change as the weather changes later tonight:

King County would like residents to keep four main points in mind overnight tonight and into the morning hours:

1) Residents must avoid deadly carbon monoxide poisoning by keeping grills and generators outside.
2) Only call 9-1-1 if you need immediate help from police, fire, or medics. DO NOT call 9-1-1 to report power outages or road conditions.
3) Stay indoors and away from ice covered trees and power lines to avoid hazards from falling debris.
4) Shelters and warming centers are available throughout the county.

1. Carbon monoxide warnings

You can’t see or smell carbon monoxide, but carbon monoxide poisoning can kill. Follow these tips to avoid accidental injury or death from carbon monoxide during a power outage or at any other time:

Only use a generator outdoors and far from open windows and vents.
Never use a generator or portable propane heater indoors, in garages or carports.
Never cook or heat inside on a charcoal or gas grill.

Carbon monoxide poisoning can happen suddenly and without warning. Physical symptoms may include splitting headache, nausea and vomiting, and lethargy and fatigue.

If you believe you could be experiencing carbon monoxide poisoning, get fresh air immediately. Call for medical help from a neighbor’s home. The Fire Department will tell you when it is safe to re-enter your home.

If you have a power outage, use safe ways to stay warm. Find places where you can go to get warm, such as the home of friends and family with power. Many cities have opened centers where people can go during the day to stay warm. Center locations can be found at http://www.kingcounty.gov/safety/prepare

Wear several layers of light weight, warm clothing rather than one layer of heavy clothing. Wear hats, mittens, and blankets indoors. Close curtains and cover windows and doors with blankets. Everyone should try to stay together in one room, with the door closed, to keep in body heat.

Check on family, friends, and neighbors, especially if they are elderly or if you think their power might be out. If you know someone who has lost electricity, invite them to your home to stay warm. Warn neighbors, friends, family and community groups about carbon monoxide poisoning.

Keep 9-1-1 clear for emergencies

King County is currently experiencing a high volume of 9-1-1 calls that do not consist of actual emergencies. Only call 9-1-1 if you need immediate help from police, fire, or medics. DO NOT call 9-1-1 to report power outages or road conditions.

6:46 PM UPDATE: Seattle Public Library says the system will open at 1 pm tomorrow.

8:05 PM UPDATE: Just added more photos to the “snow-bird” gallery, and we’re working on a few other things to publish before the overnight weather story, including a gallery with the day’s “fun” pix. First, an update from the city, starting with words of thanks from the mayor:

“Everyone has had a hand in helping respond to this winter storm,” said Mayor Mike McGinn. “I want to thank city employees who are working around the clock, residents who are making smart travel choices and helping their neighbors, and the media for the great job they’re doing keeping the community informed and sharing safety information.”

According to Seattle Department of Transportation (SDOT) reports, traffic volumes were significantly down in the city Wednesday and Thursday. For instance, the morning peak commute around the 8 a.m. hour southbound on the Aurora Bridge dropped from about 4,300 vehicle trips per hour to around 600 trips.

SDOT crews will be working through the night to remove snow and ice on major arterials and apply anti-icing solution.

Luna Park businesses say RapidRide parking removal could kill them

Imagine West Seattle without the art glass of Avalon Glassworks, the “salubrious” beverages of Java Bean Coffee, the burgers of Luna Park Café, and the rest of the Luna Park business district.

That’s what the businesses’ proprietors warn could happen if the forthcoming Metro RapidRide “C Line” takes away Avalon Way street parking nearby – as is currently planned – a risk they say is even more dire in their area than in The Triangle, where related fears have surfaced.

The Luna Park district merchants have been talking with Metro over the past few months, without convincing them to preserve the parking, so now they’re taking their concerns to the community at large. Wednesday morning, we were invited to sit in on their monthly merchants’ meeting, which also included businesspeople dealing with related RapidRide-parking-removal concerns in The Triangle, as well as three county reps.
