FYI from SPD: Level 3 sex offender moves to Delridge

Just in from Southwest Precinct crime-prevention coordinator Jennifer Burbridge, one of the occasional notifications that a Level 3 sex offender has moved into the area:

In an effort to keep you informed and to reduce future victimization, we want to let you know that recently one Level 3 registered sex offender has moved into a SW Precinct neighborhood.

Please see the below message from Michelle McRae from the Seattle Police Department Sex Offender Detail Unit.

Elijah Vincent is a level 3 registered sex offender who has recently moved to the 5600 block of Delridge Way SW in Seattle and is currently under Department of Corrections supervision.

Detective Foster is the detective responsible for verifying his address as long as he is living there.

(From Jennifer Burbridge:) Level 3 sex offenders pose the highest risk to re-offend. It is normal to feel upset, angry and worried about a registered sex offender living in your community. The Community Notification Act of 1990 requires sex offenders to register in the community where they live. The law also allows local law enforcement to make the public aware about Level 2 and Level 3 offenders. As all of these offenders have completed their sentence, they are free to live where they wish. Experts believe sex offenders are less likely to re-offend if they live and work in an environment free of harassment. Any actions taken against the listed sex offenders could result in arrest and prosecution, as it is against the law to use this information in any to threaten, intimidate or harass registered sex offenders. The SPD Sex Offender detectives will check on these offenders every 3 months to verify our information. You can use 9-1-1 to report any and all suspicious activity.

     This is creepy but good information for the surrounding neighborhoods to have.  I looked at his photo and it says he’s white but he doesn’t look white…just making sure.

      Law enforcement agencies are accountable for what’s on the website. That’s the direct link I found for the page with the guy by that name, in that area.

      his offense was in Hawaii, so I am assuming he is Hawaiian (yeah, I know about ASSuming), so his skin color is darker, but he is not considered black. What stood out for me is his age. He’s 25 now, was convicted at the age of 14, 11 years ago in 2006. Hopefully, somewhere in that time , he received some psychological counseling. Way too young, and very sad.

        Jans: WOW! you are ignorant! terrible assumption you have. racial profiling. Hawaii is made up of many cultures and many are darker skinned because of the sun. You could be full-blooded white and have, as you say, “darker” skin. Another thing, just because an offense was made in Hawaii doesn’t mean the guy is from there. You are accurate, though, about the “ASSuming”.

    WSB — I just went on the KingCounty sex offender website and found all of the sex offenders in the WS area…made my skin crawl.

      I did mean to add that you can use that website to search for who’s in your area. Just because an announcement like this is circulated, by no means makes this the only sex offender living in your area.

     What “race” does he look like to you? I’m 1/2 Japanese (dad) and the other 1/2 is “white” (mom) quote un quote but my birth certificate says Caucasian so who are we to say what race he is and anyways  his last name is Vincent that sounds “white” to me.

    OH and another thing to me he is not a human, he is a POS for the things he has been charged with.

    For some reason, I thought there was a restriction on Level 3 S.O. living near childcare facilities (2 on this same block) or schools (STEM one block away), but I guess not ?

    Not only do we have sex offenders living around us, we also have many other types of offenders that live around us.  You never know who is a murderer, robber, etc.  People serve their time and then they are released into society where they are expected to try to live the rest of their life.  I am not saying I agree with their life choices, however. how is a person who has done what the court system has sentenced them to and then they are released into society to try to finish out their life?  The government already does a horrible job of trying to rehabilitate offenders they do not need any further negative comments.

    You never know who in your circle of friends has someone in their family who might be one of these people.  Negative comments about a person are not appropriate.  It is a racist remark.

      What exactly is the ‘racist’ remark you’re referring to? That just seemed like such a bizarre charge when talking about sex offenders and public safety!!

      I would add that the percentage of sexual offenders that re-offend is over 90%, so there IS justifiable concern from the community – to turn a blind eye to that is just ignorant, and puts people at risk. While we may not have figured out a way to ‘cure’ criminally deviant sexual behavior, that doesn’t mean we should ignore risk factors and bury our heads in the ground. The system doesn’t solve all problems, and just because we don’t want to lock people up indefinitely does not mean that releasing them is necessarily safe either.

      The process of re-integrating for the < 10% who don’t re-offend is indeed arduous – but I would imagine it is exponentially easier than a sex crime victim’s attempt to get back to a normal life. I have zero sympathy for the perpetrators of these crimes, and there’s nothing ‘racial’ to that.

    Wow, his arrests for sexual misconduct have been going on for over 10 years. At least he registered this time. I always have to remember, with sex offenders, they do it because it was done to them. Not making excuses of course, but ultimately he was a victim when he was young. At least this is what I’ve read. And, it’s very rarely ever successful to rehabilitate. Sad.

      I only see one conviction, then a violation of his parole for not registering. and it happened when he was a minor, 14.

    @coffeedude … one minor correction to your (good) post.  The state does NOT rehabilitate offenders.  Our state law prohibits the courts from imposing “positive” conditions on felons, such as “you must get drug treatment” or “you must go through sex offender treatment”, etc.  It does offer such things in prison, but can’t force people to go through it.  It can only impose “negative” conditions such as “you shall have no contact with the victim” or “you shall abstain from drugs and alcohol”.
