SPD sends FYI about 4 more sex offenders now living in this area

Four Level 3 sex offenders have moved to the area covered by the Seattle Police Department‘s Southwest Precinct – West Seattle and South Park – and the precinct’s crime-prevention coordinator Mark Solomon just sent an advisory to let you know about them:

In an effort to keep you informed, and in our constant attempts to reduce future victimization, we want to let you know about level 3 sex offenders that have recently moved into Southwest Precinct neighborhoods.

· Micheal Barron, a 27 year-old White male, is a level 3 registered sex offender who has recently moved to the 9000 block of 9th Avenue Southwest. Mr. Barron is currently under Department of Corrections supervision. [Editor’s note: See his photo and background here]

· Corey Brown, a 29 year-old African American male, is a level 3 registered sex offender who has recently moved to the 6300 block of 18th Avenue Southwest. Mr. Brown is currently under Department of Corrections supervision. [Editor’s note: See his photo and background here]

· Lawrie Campbell, a 47 year-old Native American male, is a level 3 registered sex offender who has recently moved to the 500 block of South Donavan Street. Mr. Campbell is no longer under Department of Corrections supervision. [Editor’s note: See his photo and background here]

· Richard Lovejoy, a 48 year-old White male, is a level 3 registered sex offender who has recently moved to the 9700 block of 33rd Avenue Southwest. Mr. Lovejoy is currently under Department of Corrections supervision. [Editor’s note: See his photo and background here]

Detective Foster from the Seattle Police Department’s Sex Offender Detail is assigned to check on these offenders and verify their information.

Level 3 sex offenders pose the highest risk to re-offend. It is normal to feel upset, angry and worried about a registered sex offender living in your community. The Community Notification Act of 1990 requires sex offenders to register in the community where they live. The law also allows local law enforcement to make the public aware about Level 2 and Level 3 offenders.

Since these offenders have completed their sentences, they are free to live where they wish. Experts believe sex offenders are less likely to re-offend if they live and work in an environment free of harassment. Any actions taken against the listed sex offenders could result in arrest and prosecution as it is against the law to use this information in any way to threaten, intimidate or harass registered sex offenders. The SPD Sex offender detectives will check on these offenders every 3 months to verify our information.

The single most effective means of protecting your child is communication with your child. They have to feel comfortable discussing sensitive matters with you. Teach your children that they should not be asked to touch anyone in the bathing-suit areas of their body or allow anyone to touch them in those areas. Teach them types of situations to avoid. It is not good enough to tell a child to avoid strangers.

Please remember that children are most often molested by someone they or their parents know.

    More about Level 3 sex offenders: “Level 3 offenders are considered to have a high risk to re-offend. They usually have one or more victims and may have committed prior crimes of violence. They may not know their victim(s). The crime may show a manifest cruelty to the victim(s) and these offenders usually deny or minimize the crime. These offenders commonly have clear indications of a personality disorder.”

    Lovejoy has been on the list for a long time, so he’s either moved or committed another offense.  I see him occasionally on the bus, and he gets off at Westwood Village (no pun intended).   His behavior toward women on the bus can be concerning at times.

    I received different list, specific to 1 mile of my Admiral/Belvidere home; list of 5, all level 2; 4 male, 1 female; so there are likely 100+ on the list all over WS

      The single best way to protect children is to learn what actual prevention is from Stop It Now or Darkness To Light, not focusing on sex offenders, who account for 5% of new sex crimes.

         This monster Lovejoy lives right behind us now.  My wiife and young daughter don’t share your enthusiasm, and neither do I.

          And do you even know what Darkness To Light or Stop It Now are? If it really is for your daughter, could it really hurt to hear what both organizations have to say? Lovejoy was convicted of one single count of rape. I doubt he has any interest in your child or anyone else’s. But you could call the DOC and ask them about it.

    Note that every single one of these people is under supervision. While they may be level three, supervision means that they are under restrictions, likely have to attend a treatment program, and generally pose much less danger to the public than at-risk people who are on no registry and have not yet committed a crime (or have not yet been caught). 95% of child sexual abuse victims are either related to or are friends with their abuser, the perpetrators are typically not strangers. 

    Further, studies done, like one at the University of Michigan in 2008, have found that community notification creates more public risk, not less. Sex offender recidivism has gone up since the implementation of the registry and community notifications like this one. Source: NCJ 244205: 67.8% of released prisoners are arrested for a crime within three years, and 76.6% after five. That considers any crime. Compare that to the 5% for sex offenders with their document number NCJ 198281. Or, if you prefer the updated 2012 version, that is NCJ 238060. That ‘NCJ’ is the the National Criminal Justice Reference Service, which links to reports created by the United States Department of Justice.

    There is no treatment for these predators. Why do we keep thinking they can be “cured” in treatment.  Our laws sound  as if they are addicted to drugs or alcohol. It is not even in the same category. They prey on children in the most horrible and sick way.

    I have never ONCE heard in my lifetime the story of a someone who is a recovering child molester/child rapist. Why? Because there is not one.

      I cited my sources. Where are yours? Do you have evidence there is no treatment? If you have not heard of a ‘recovering’ child molester, that is on you. The Association for the Treatment of Sexual Abusers and the Child Molestation Research and Prevention Institute are both well-known nationally, and ATSA is known internationally for their work. 

      I would be all for this registration stuff if it actually worked. But it does not work, it only succeeds in driving the issue further underground.

    TNF13 – recidivism goes up because people are paying attention and more people get caught. Correlation is not causation. I’m not willing to risk my kids – I live directly across the street from one of these guys now,  believe me, I’d rather know about it so I can talk to them and keep them safe.

      There are studies looking at the registry and notification, and every single one that I have read do not find effective at impacting crime statistics. Are you aware of studies that find it effective? Please cite them.

    It seems the assumption is that all these crimes were against children. Do we know this? Although I abhor the crime regardless of the victims, I believe we all need a second chance (not a thiird, throw away the key). I cannot imagine the physical or emotional trauma victims suffer and don’t believe the DOC can provide adequate supervision. Talk to your children. It’s a different world tan I grew up in.
