I'll ask WSDOT your question, though, because, looking at the first map, I see what you mean re: Beacon Hill (the one from I-5 is clear, though, you'll have to get off at the exit right before the WS Bridge - the 6th Avenue exit, unless you avoid I-5 entirely, which would be my recommendation). .
